STARTING SALARY: $55,000 - $65,000/year

POSITION SUMMARY: Collaboratively develop comprehensive evaluation models as appropriate to program or grant goals and objectives. Work with stakeholders to develop and implement comprehensive evaluation frameworks for monitoring and evaluation. Utilizes treatment and recovery data to assess the effectiveness of programs, providing evidence of treatment and service effectiveness, and highlighting areas for improvement.  Develops summative and formative evaluation reports to demonstrate accountability to stakeholders and grantees.  Incumbent will primarily work with court and other criminal justice programs.

ESSENTIAL JOB FUNCTIONS:

  1. Develops evaluation models that account for key outcomes and program goals.
  2. Works with development staff to write grant applications and incorporate appropriate evaluation designs.
  3. Implement evaluation plan appropriately assigning evaluation specialists and data specialists as needed.
  4. Collects data through interviews, surveys, and other methods, along conducting analyses; develops and runs computerized reports as needed
  5. Develops presentations and documents
  6. Writes sections of grants, papers, and other research materials
  7. Implements data collection protocols (interviews, observations, etc.) and conducts data analysis
  8. Provides supervision to student interns doing a rotation on the Information Services Team
  9. Establish and maintain relationships with program managers and program directors to advise on data and evaluation reporting
  10. Establish effective relationships with external stakeholders/members of other Mental Health organizations/MHCD partners to advise/provide technical assistance/implement data and evaluation reporting needs as required
  11. Advises internal stakeholders/external stakeholders/MHCD partners on instrument development, evaluation and data reporting
  12. Assists the organization in building capacity to use evaluation in strategy and decision making processes
  13. Performs other duties as assigned

 

EDUCATION:

Master’s degree in related field (psychology, program evaluation, applied research, public health, or a social sciences degree with strong emphasis on quantitative and qualitative research), required. 

EXPERIENCE:

Minimum of one year experience planning, implementing, and reporting on Program evaluations. Knowledge of qualitative analysis techniques, basic quantitative statistical analysis, and evaluation techniques preferred. Prior work with SAMHSA and other federal grants, highly desirable. Experience in mixed methodology strongly preferred. Experience and/or coursework in health economics, highly desirable.

SKILLS AND COMPETENCIES:

  • Bilingual (ex. Spanish, ASL), a plus
  • Excellent verbal and written communication skills
  • Ability to use qualitative and quantitative data collection instruments
  • Demonstrated ability to work with people from all walks of life
  • Ability to organize and prioritize work, handle multiple assignments, and meet deadlines
  • Knowledge and proficiency of MS Office software including word processing, spreadsheets, database, e-mail
  • Experience using statistical and reporting software packages such as Tableau, SPSS, SQL, or R, a plus
  • Experience with or willingness to learn programming languages, such as SQL.

SUPERVISORY RESPONSIBILITIES:

Provides supervision to evaluation specialist and data assistants as related to evaluation needs.

MACHINES AND EQUIPMENT TO BE USED:

Computers, calculators, fax machines, copiers, telephone and a variety of other office/clerical equipment.

TYPICAL PHYSICAL DEMANDS:

Requires sitting, standing, bending and reaching. May require lifting up to 50 pounds.   Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, the telephone and other office and/or clinical equipment.

WORKING CONDITIONS:

May require occasional evening or weekend hours.
